The Committee considered the draft law on caring councils (Reg.No.10243) elaborated to develop public self-government aimed at improving operating conditions of cultural, educational, scientific, health-caring, physical training and sports institutions, as well as material and technical resources. It also aims at attracting additional sources of funding.

                 

Under the subject of legal regulation the bill pertains to the sphere of labour protection, health and life protection of humans, animals and plants, legal relations of which in the European Union are governed by the Treaty on the Functioning of the European Union and the Charter of Fundamental Rights of the European Union.

 

The Committee concluded that the draft law does not contradict articles 152-155 of the Treaty.

 

Apart from this, the draft law is non contradictive to article 168 of the Treaty and article 35 of the Charter.

 

The Committee also considered the draft law to amend the Customs Tariff of Ukraine approved by the Law "On the Customs Tariff of Ukraine" (re import duty rates) (Reg.No.11042) which suggests amending section VI and section XV supplement to the Law "On the Customs Tariff of Ukraine" of the Customs Tariff of Ukraine and establishing zero duty rates for ferroalloy products, imported to Ukraine.

 

The Committee members noted that issues pertaining to the sphere of legal regulation of the draft law are regulated by the Law "On Ratification of the Protocol of Accession of Ukraine to the World Trade Organization" and the International Convention on the Harmonized Commodity Description and Coding System.

 

The Committee concluded that the provisions of the bill do not contradict legal obligations of Ukraine under WTO.
